The EPSO Digital Competency test is based on the EU's DigComp 2.2 framework — a structured model of digital literacy across five areas. It is routinely underestimated, particularly by candidates who consider themselves "good with technology." EPSO tests formal digital concepts, not practical software skill.
The test covers: (1) Information and data literacy — finding, evaluating, and managing data; (2) Communication and collaboration — digital tools, netiquette, identity management; (3) Digital content creation — editing, licensing, copyright, accessibility; (4) Safety — personal data protection, cybersecurity, environmental impact; (5) Problem-solving — technical problem-solving, identifying digital competency gaps.
GDPR principles, data subject rights, the role of the Data Protection Officer, password hygiene, phishing recognition, and secure communication. These topics appear in nearly every administration of the test and represent the highest return on study time.
Since 2023, EPSO has progressively increased questions on AI concepts — types of machine learning, algorithmic bias, AI Act principles, and responsible AI use in public administration. Candidates who studied older preparation materials are unprepared for this area.

Prioritize GDPR and cybersecurity
At least 4–5 questions per administration cover data protection or security. Know the six lawful bases for processing data, the rights of data subjects (access, erasure, portability), and the role and independence of the DPO.
Do not rely on practical experience
Being fluent in Excel or Teams does not help you answer questions about DigComp competency levels or GDPR article numbers. The test is theoretical, not practical. Candidates who rely on work experience without studying the framework consistently underperform.
